This course focuses on the Constitutional structure and the constitutional rights. It scrutinizes the constitutional provisions and case law creating the Uganda government and protecting individual rights and liberties. It is essentially divided into four units: Unit I—Separation of Powers: The separation and interrelation of powers among the three branches of the government. Unit II—Centre-Local Government Relations: The constitutional relationship between the Central and local governments. Unit III—Structure of the Constitution’s Protections: Several principles applicable to the constitutional provisions protecting civil rights and civil liberties. Unit IV—Equal Protection: The constitutional guarantee of equal protection of the laws, including constitutional anti-discrimination law and affirmative action. The course covers several other areas of constitutional law, including: the non-delegation doctrine, the legislative veto, and the President’s appointment and removal powers).
