Course Description & Objectives: 

This course introduces the theory and contemporary issues/ practices in Public Administration and Management – the management of public agencies at the central and local government, corporate, public-private partnerships, and public policy regimes, among others.  The course will provide a basic understanding of the principles of the public sector, its traditions, operations, practices and embodied values and trends and develop the skills in comparative analysis of different dimensions of public sector management.                                                                                                                                                                                                                                                  Objectives:

  • To locate Public Administration and Management in the broader context of good governance and development.
  • To highlight the (hi)story of public administrative reforms in other developed countries. The aim is to understand how these countries overcame malfeasance in the management of public affairs and ways of improving our civil service for improved service delivery.
  • To analyse the current challenges, dynamics and models in public policy analysis and management; and how policy design could be improved to address development agenda.
  • To examine the rise of development administration (ie. development-oriented public administration) from the womb of colonial public administration
