Course Description & Objectives:

The paper aims at exploring the role of policy formulation and strategic planning in higher education. In particular, the Paper will give an overview of higher educational policies: what policies are and educational policies in particular; the nature and justification for educational policies. Theories and models of higher educational policy. Process and stages of higher educational policy formulation and implementation. The conceptual framework for higher educational policy analysis. Obstacles to higher educational policy formulation and implementation in developing countries. Linkage between strategy and policy. Formulation and implementation of strategic and operational plans; and analyses of some Uganda’s higher educational policies.

Learning Outcomes:

On completion of this, the students will be able :

To outline the general nature of policy
To outline the nature of educational policies
To consider policy decision as rational choice
To suggest criteria for justification of educational policies
To suggest a conceptual framework for policy analysis
To outline the concepts of strategic planning, implementation and control
